I think they’re just called motion lines, or movement lines.
But it’s important to know the language when drawing, because if you get it wrong, you might get thighs with a good idea (straight lines fanning radially out semi-perpendicular to the object can mean an idea), or a lightbulb that smells funny (if your semi-perpendicular lines are wiggly, they mean an odor).  Zigzags would mean a buzzing noise, or an electric shock.  It’s not perfect, though; both zigzags and straight (short) radial lines can mean pain.
My favorite of these line symbols, though, was the popped bubble (or maybe a very airy asterisk) seen in Calvin and Hobbes, which appeared over the head similar to an idea lightbulb, and indicated that one had just realized something, too late.  
Also, I love, in this picture, the area rug and remote control, which (to me) suggest this is happening right on the coffee table. Under the remote, papers, or maybe a book.  I wonder what they say.

When DD asked me about librarian dommes, one of my first thoughts was Batgirl / Oracle.  I am strictly a Marvel comics boy, myself, but I think Batgirl is pretty fucking hot.  And she is, as TLIT points out, one of the best-known librarians in popular culture.  In her later incarnation as Oracle, she also rivals Daredevil for the disabled-superhero(ine) gold medal.
Meanwhile, there is a slow-burn war of critical commentary.  Is it essentially sexist to render Barabara Gordon as a genius-but-physically-incapacitated heroine?  Or is it a way to talk about ableism and disability?
Hot, anyhow.

  This is a 20-page web-manga by Kensoh Ogawah.  Complete with the insane little Japanese censor bars (the visual equivalent of “then the huge-cocked orang-utang fuc*ed the helpless sailors one at a time”).  Moreover, on page 15, the English captions revert to kanji, like old erotic texts putting the hottest bits in latin.  (Actually, I’ve seen that as recently as the 1970s).
   While I would agree with TLIT’s assesment that Sumire-Senpai is, in a sense, a domme, the cultural differences are pronounced.  Most of all, her character (who has sex with boys if they know a certain code word) would be a “slut” in the West, and therefore presented as submissive.  Here, she seems to be quite in control of the situation.
   Moreover, as this page suggests, she is “taking” his virginity, reversing the usual gender dynamic in which men are never virgins and only women get “deflowered”.
